Es una cifra que genera desaz\u00f3n, luego del 9% de 2010 y el 6% promedio entre 2011 y 2013. Mucho se explica por la menor inversi\u00f3n privada, que creci\u00f3 apenas 1% en el primer semestre, y no solo por el entorno internacional menos favorable. Hay proyectos mineros que deber\u00edan estar en fase de inversi\u00f3n o producci\u00f3n (T\u00eda Mar\u00eda, ampliaci\u00f3n de Toquepala, Conga). O si el gobierno no hubiera perdido la mitad de su gesti\u00f3n sin entregar nada en concesi\u00f3n de infraestructura. O si algunos ministerios no hubieran creado m\u00e1s trabas. Felizmente, pareciera que hay esp\u00edritu de enmienda.
